Please explain your issue is in as much detail as possible.
I play as a Muslim, belatedly join the defense of Jerusalem. I notice that a 17k Muslim troops stack is sitting in the Sinai desert, doing nothing except taking attrition.
Steps to reproduce the issue.
No idea, but I have seen a similar case with tribal vassal troops in Ireland. In that case, I could make them move by declaring a second war on top of the first.
