Legendary Journey Bugged: Some AI (Heirs only?) Won't Launch Journey

Please explain your issue is in as much detail as possible.
For the past few months I've noticed my heirs will not complete the legendary journey, but there wasn't any evidence as to why. They didn't die, get captured, lose bravery or gain cowardice. In my recent save I noticed that the heir didn't even do the first step in the journey (it's either receiving a gift from someone or maybe changing a skull to a cup). Only when I switch to the heir, do the first event and then switch back to the ruler does the heir complete the journey.
Steps to reproduce the issue.
Have both ruler and heir as heroes in lodge (maybe African pagan only? don't know). Start the Legendary Journey and see if the heir ever starts the first event.
