Please explain your issue is in as much detail as possible.
When using 'Find Characters' and assigning a castle county to lowborn that has a claim on a bishopric, this results in them adopting the theocracy government type. This results in being unable to give them viceroyalties due to governement type.
Steps to reproduce the issue.
See special interest characters, give the county of Traianopolis to Alexandros. Governement type will not change even though he holds no current titles and shows as feudal before giving him the county.
