Please explain your issue is in as much detail as possible.
The 3.1.1 Changelog says, that the new courtier-limit feature should include the free feature to ask your courtiers to leave the court. I do not see this option, neither in an older save that I am continuing, nor in a new game.

I just uninstalled my CK2+ mod and now it works. Really sorry for the trouble - was my own mistake not to check before posting this!
