Please explain your issue is in as much detail as possible.

since I dont have conclave I dont have a favour-system, so I really don't see any other way to make them vote for my suggestion, and while hardly anyone here seems to know how the game works without that DLC, most seem to think it is supposed to be influenced by their opinion of me. (also, slightly related question if you fire up the save: does the epidemic that ravages my lands - and ONLY my lands - go away at some point? as I cant affect it without the reapers due DLC?)
