I have Reformed Germanic religion, and picked Cosmopolitan. I can marry people to Catholics and Orthodox just fine, but anyone of the respective religions heresies refuses because they won't consider an offer from an infidel.
Steps to reproduce the issue.
1. Reform a religion
2. Have someone of your religion and try to marry them off to someone following a heresy of another religion.
