Religious head can get an autocephalous Patriarch

Please explain your issue is in as much detail as possible.
King+ tier heads of autocephalous religions will use their court spiritual as Patriarch, as if the "true" religious head (i.e themselves) wasn't part of their realm.

As a result, these RHs do not hold religious authority over their own courtiers.

While this does not seem to happen too often in practice, there are some standout examples. See below.

Steps to reproduce the issue.
- Start a game with the 1066 (Stamford Bridge) start date.
- Check the Ecumenical Patriarch's court.
- Patriarception.
