In a game where I had two kingdoms titles with different crown authority laws all vassals had the opinion penalty of the primary kingdom title. In this case the titles were kingdom of Galicia(primary) and kingdom of Leon(secondary).
Steps to reproduce the issue.
Create a second kingdom title and change authority crown laws.
