Please explain your issue is in as much detail as possible.
So I started a new game on vanilla version 3.1.1.. Wanted to go into edit save file with uncompressed save and change some game rules. I believed I left the religion conversion speed on "faster",
And this is what I found in game rules

Just to break it down there are game rules for Game of Thrones Mod still saved into the save game file rules.

Steps to reproduce the issue.
Create new game. Save game uncompressed. View save game file, check game rules. I have NO MODS enabled and there are save game rules from GOT mod still there 'in the file'. Just to be clear, in setting up new game the game rules do not show while playing.

The one above is the one I opened up for "test" to see if I can duplicate.. ^^^

The one below VV is the main one I have been playing to see if I can change game rules. These are the game rules currently enabled in main game!
