Please explain your issue is in as much detail as possible.
Started a shattered world on 867 with a custom ruler in Merv with the goal of creating the Zoroastrian Church. I checked the conditions to make sure of what I needed and the title says inactive. Inactive titles cannot be created. If this is working as designed, I request it to be changed.

Steps to reproduce the issue.
Create a shattered world. Check the Zoroastrian Church title.

I'm pretty sure the title stops being inactive when you take the decision to restore the high priest.
