Succession Issue when creating Merchant Republic vasall

Game Version
3.1.1

What expansions do you have installed?
All of the above

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I am running an Elective Monarchy empire. When I create a new vasall Merchant Republic (not of my dynasty, just some random local I put in charge) my designated heir "vanishes" from the succession list and can't be nominated again.
(I already have another MR that has been lead by someone of my dynasty for over 300 years)

This can be fixed by quitting the game and restarting it, so it is not THAT big of a deal, but it is annoying.

I'm 95% sure that this issue was introduced with the recent patch because I don't remember having the problem when I created MRs on the previous one.

Might be limited to Elective Succession forms, havent tried others.

Steps to reproduce the issue.
Be Elective Monarchy with designated heir. Create Merchant Vasall subject.

I think I'm experiencing the same bug as an absolute cognatic Merchant Republic.

I can designate women as the heir, if I do, then the game selects the oldest eligible man.
Then if I revoke the designation, the game eventually decides that an even older woman may be my heir.
But after a fresh reload, I do get my chosen heir female heir. Then a month or so later, the game reverts to the oldest eligible male heir again.

I too have all the gameplay DLC and am running 3.1.1

This is a "known" issue. It doesn't matter if the "Doge" (or whatever his title is) is from your dynasty or not.
However, succession should be back to normal once you restarted the game
