Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I'm already eligible for this in iron man, but that still not to reach it, plz to chk that, fix this bug.

yes, you can chk there, that is my screen shot for 11 kingdom / empire have 25 size at least.
