This is the event you receive when your heir is born as a reformed pagan with the stability doctrine. There is an additional option in the event when also using the astrology doctrine as a synergy, however this option does not appear for hellenics despite astrology being an innate part of the religion.
Steps to reproduce the issue.
Simply reform the hellenic religion using the stability doctrine and spawn an heir to receive the event. Reforming another pagan religion with the astrology and stability doctrines will verify that it is working correctly for non-hellenic pagans.
