I'm currently playing as a Canaries merchant republic, and own a tribal holding (Safi) of my own Berber culture. The tooltip says that the levy is still multiplied from empty holdings, but my levy amount isn't affected by this.
Steps to reproduce the issue.
1. Play as a non-tribal ruler.
2. Conquer a tribal county of the same culture.
3. The "empty holding slots" modifier is now listed for the levy tooltip of that province, but the actual number of levied soldiers is unaffected by it..
