Please explain your issue is in as much detail as possible.
When you hover your mouse cursor over a province you get a tooltip where it says i.e. "Press Alt+Right Click to interact with the province owner".
If i do that the "popup list" where you can interact with the province owner should appear right next to the province im clicking on, right?
well, with interface scaling on (in my case 1.8x), it will appear far away from the province i clicked on, cut off or nearly/fully outside of the screen.
