Please explain your issue is in as much detail as possible.
The flat gold cost to upgrade wonder_underground_city from stage 3 to stage 4 is 200 gold. Since this is way less then what the cost to build other wonders is (with the minimum being at 1000 gold) and the fact that the previous upgrade costs were above 2000 gold, I came to the conclusion that this was a typing error.
The mod I was using is just one file that spawns the underground city at stage 3 in Dublin at the start of the game, so I could easily take a screenshot, but as far as I am aware it shouldn't have any impact.
Also I didn't have any DLC's active but it didn't let me post this without selecting one.
