One line summary of your issue
Women can be heir to Merchant Republics, but only if they would win the election

Game Version
3.1.1 VTQI (WTQI in launcher)

What expansions do you have installed?
All of the above

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Women can inherit and rule Merchant Republics with Absolute Cognatic succession, and be designated as heir. But only if they would become the next doge upon succession. (It may also be necessary to have at least 10 gold in the campaign fund).

Should the female heir be set to lose the election, then a dynastic male (probably the oldest eligible one as per standard) will be heir instead, even if they would also lose the election.

Steps to reproduce the issue.
1. Have Absolute Cognatic succession as a Merchant Republic

2. Have a female heir, either per designation, or simple seniority.

3. She will only appear as heir if she would win the next election for doge. Otherwise a dynastic male appears as heir it does not matter if he would win or not.
