Please explain the issue you experienced in the most condensed way possible
Adopting "Scandinavian Succesion" through decision while being clan/muslim instantly removes the law again, but gives the +30 opinion, so you can use it multiple times on the same title to stack opinion modifier.

Please explain how to reproduce the issue
I am Muwalladi, Clan government and Norse, controlling a custom empire which gives me the decision (Adopt special succession type), however my empire title doesn't get the law, but my norse vassal get +30 opinion of me

Is there anything else you think could help us identify/replicate the issue?
