Please explain the issue you experienced in the most condensed way possible
When forming the k_cornwall from the 867 start date, Winchester remains the capital of k_england even though it is now dejure part of k_cornwall.

Please explain how to reproduce the issue
Quite easy, just form the kingdom of Cornwall in the 867 start date as then the dejure capital of the kingdom of England is Winchester. If you form Cornwall while holding the duchy of wessex it becomes a dejure part of Cornwall but Winchester remains the dejure capital of England even though it is no longer residing in the dejure kingdom of England.

Solution: make it so that in this situation the dejure capital is moved to somewhere in dejure England.
