AI Armies Starving Themselves in Place Instead of Attacking (Not considering Supply)

Please explain the issue you experienced in the most condensed way possible
This infantilizes the difficulty quite a bit.

I DOW the Byzantine Empire. They're stronger and richer than me. I was attacking for a county in the west in Epirus. They sat in Thessalonika for a few months out of vision, but I knew they were there by following info on their knights. They allied with Sweden and waited further months for the Swedish to arrive. Then when the Swedish arrive they sat for a further month or two. By the time they decided to attack they were starving and unable to fight.

Unsure if this is proper logic the AI should be following. They're not considering their supply being depleted while they wait for reinforcements. Also, the lack of army splitting for an empire with 10,000 troops in counties with only 2000 supplies makes the AI empires much weaker than they should be.

Please explain how to reproduce the issue
May be hard to reproduce. DOW a kingdom with similar or slightly higher strength than you. They may sit on the sidelines for a few months depleting their supply until they have the 'numbers' to go forward and attack you.

Is there anything else you think could help us identify/replicate the issue?
Maybe DOW an empire with slightly more troops and see how they behave while waiting.

What's additionally amusing is my allies were respectful of supply when I stood in place by going to a neighboring barony so they didn't deplete me.
 
While not quite the same, I reported a somewhat similar AI issue a few days ago. Attackers in a war pathfind on weird routes taking them far away from the warzone and end up starving and dying off in the middle of nowhere.
