Please explain the issue you experienced in the most condensed way possible
I gave my son a county and every week or so he creates a faction to install himself, then immediatly disbands it.

Please explain how to reproduce the issue
The son has about 37 positive opinion if that helps

Is there anything else you think could help us identify/replicate the issue?

I'm having this problem too as Bohemia. Claimant faction keeps forming and immediately disbanding, Very annoying as it clutters the notification list.
