Please explain the issue you experienced in the most condensed way possible
I played for 100 years as an Ethiopian Jewish ruler and never had a holy war declared against me. There are no records of holy wars in any other part of the world. Other types of wars (claims, de jure, conquest, and even the Great Holy Wars) are conducted as usual.

Please explain how to reproduce the issue
In all my campaigns, it always occurs, no matter where in 867 and 1066.

Is there anything else you think could help us identify/replicate the issue?
When I rewrote struggle_wars_prioritise_struggle_targets_value from 0 to 1, the AI rulers began to declare a holy war.
