Please explain the issue you experienced in the most condensed way possible
I've always wondered how any candidate for some court positions have that -20 debuff because of "busy ruling". I though maybe I had no good courtiers. But recently I looked at it and those court positions can be assigned only to your direct vassals that are always busy ruling. It just makes no sense. I looked into the game's code and those positions just have no "busy ruling" inside of them, but you can see them in the game. I can't tell if it is UI bug or real bug, but it has to be fixed.
Please explain how to reproduce the issue
Become a king and try to assign some of those positions:
Keeper of the Swans, Master of the Horse, Master of the Hunt,
And try to find anyone who doesn't have "busy ruling".
Is there anything else you think could help us identify/replicate the issue?
