Please explain the issue you experienced in the most condensed way possible
after the number of my levies exceeded a million soldiers. everything became NEGATIVE. now i am inferior to even a normal mayor! despite being emperor, so now i cant even imprison someone because they never accept.

Please explain how to reproduce the issue
empire + unlimited domain size + 3 million levy or more

Is there anything else you think could help us identify/replicate the issue?
i think the game is trying to keep my army size to a certain number but it has made it negative instead

it would be awesome if the army size was capped at a number like ... 500k for example and then nothing would happen. no more negative backwards counting
