Please explain the issue you experienced in the most condensed way possible
I am playing Slavia, conquered Rome, decided i was gonna live there, one of the cities is leased to Catholic Holy Order, i can't get rid of it. No decisions, no interactions with the leader, no buttons on the holding panel. "Hey, your Holy Order hired against you, your family, your allies" message is driving me nuts.

Please explain how to reproduce the issue
Capture the headquarters of an enemy Holy Order, try to get rid of it.

Is there anything else you think could help us identify/replicate the issue?
This is an older save file, from the earliest versions of the game, the issue is one of the reasons i abandoned it. I checked it after the recent patch, and nothing seems to change.
