Please explain the issue you experienced in the most condensed way possible
I meet all the criteria for the decision "Restore Roman Empire" (the ones written in game + the more detailed ones found in the wiki
When i try to action it, i can't click create. The following is missing : " " (just a blank) => screenshot

Please explain how to reproduce the issue
- Have all the necessary duchies
- have Italian culture
- have custom religion based on Asatru
- have maximum level of glory
- have unified italy (decision)
- not be in war
- no other apparent blocking point
- not in an activity
- be head of dynasty, head of culture
- game in French language

Is there anything else you think could help us identify/replicate the issue?
no, i have a few mods but mostly cosmetic
