Please explain the issue you experienced in the most condensed way possible
I tried to start a new game as a custom ruler. I set the Game Rules to include Gender = Equal. A year or so in, I noticed that my realm had Male Preference laws still. I'd chosen to create a custom ruler for the 867 start in Jorvik/Deira.
I thought I'd made a mistake so started again, paying close attention, and the problem repeated.
I tried again with different cultures, with and without creating a new ruler, and found that the problem occurred with any ruler I selected using the whole-world ruler selection/creation screen (but did not occur when I used one of the promoted rulers eg. Halfdan, Charles the Bald, Emir Yahya; then the game respected my chosen rules).
Please explain how to reproduce the issue
* Start a New Game.
* Click on "Play as any ruler in [867/1066], or create your own!"
* Set the game Gender rules to include "Equal" or "Female Dominated"; anything other than "Default".
* Either select a ruler to play as or create one.
* Start the game.
* Inspect the player's realm's inheritance laws, and others.
Is there anything else you think could help us identify/replicate the issue?
