Please explain the issue you experienced in the most condensed way possible
Started game in 867 as count Haesteinn, shortly after conquering Brittany, Bubonic Plague broke out in my court and killed everyone. Bubonic plague isn't suppossed to trigger until 1346, but looking at Health Events.txt I found that if the year is AFTER 1346 the chance is 0, this is backward.

Please explain how to reproduce the issue
Play the game for any time before 1346.1.1 and die horribly.

Is there anything else you think could help us identify/replicate the issue?

I'm not sure how this flew under the radar for so long. But I have confirmed it is indeed a reproduceable bug and have added it to our bug tracker.
