Please explain the issue you experienced in the most condensed way possible
Attempted to revoke the title of a vassal (Duke of Sjælland). They refused and revolted. After reaching +100% warscore, the Enforce Demands dialogue was initiated, my justified revoke was 'spent', but nothing changed.
Some time during the war, the vassal was imprisoned by his rival -- one distant Khan, far outside of my interaction reach. This condition seemed to be what was stuffing things up for me.

Please explain how to reproduce the issue
Imprison a vassal as a (rival? distant?) foreign ruler. Switch characters to the vassal's liege and attempt to revoke the title. Observe that nothing happens, but you lose your justified revoke.

Is there anything else you think could help us identify/replicate the issue?
It is unknown whether the vassal being imprisoned or the foreign ruler being non-interactable is the leading cause of the issue.
Switching characters to the foreign ruler and releasing the vassal solved the issue, but this is obviously not an ideal option.
If the inability to revoke the title of an imprisoned ruler is intentional, then the true problem is that the player is able to initiate the action, thereby losing their justification.

I cannot reproduce it on my end with your reproduction steps.

Attached is the savefile that should make it relatively straightforward to test this behaviour.

Player's ruler is the Basileus of Byzantine Empire, with a couple of their vassals imprisoned by an Irish duke (achieved with debug). They all hate their liege. Attempting a revocation any of their titles will result in a civil war due to their revolt, despite them being in a foreign dungeon far away. Aside from things like them ransoming themselves or having their revocation agreeance set to 100% by some modifier, they won't give titles up.

Let's move onto the savefile.
There's a couple of ongoing wars - a Seljuk invasion (which is irrelevant) and three civil wars over vassal revocation, one is immediately enforceable. The vassals behind these wars are also in the dungeons of the same Irish duke - enforcing war demands should move them to the player character's dungeon, but they stay in that Irish duke's custody. This moves us back to the previous paragraph, where they will refuse title revocation because they hate the player character, and now they also hate them for attempted revocation and being beaten in a war on top of that.

The circumstances for this bug are pretty specific, but they're not so contrived as to not happen in a real game. When it does happen, it renders management of relevant titles impossible until the vassal is out/dies, and can be pretty annoying and dangerous as civil wars are volatile.
