Please explain the issue you experienced in the most condensed way possible
I'm in a faith that is Female dominated. Succession is set to Female Only. When over domain limit and needing to give out smaller counties, there is a button to give out to Local Noble or (Culture)+(Religion) person. Clicking on the (Culture)+(Religion) always gives out the County/Barony to a Man. This is wrong. It needs to give out to the Gender that is dominant on (Religion).

Please explain how to reproduce the issue
1. Have Female-Dominated Religion
2. Set Succession to Female Only
3. Set Culture to Equal
4. Click button on Barony/County to give out to Random (Culture)+(Religion)
5. Get a Man as Count/Baron instead of Woman

Is there anything else you think could help us identify/replicate the issue?
