County "Development Growth" goes wrong after reloading one save game.

Please explain how to reproduce the issue
Assign a steward to develop a County, save the game. Then reload the game, the "Development Growth" will go wrong.

Is there anything else you think could help us identify/replicate the issue?

This bug also occurs when assigning your Marshal to increase County Control.
