The reason why you are unable to end the Struggle is because you are "only" an Interloper in the Iberian Struggle, rather than a fully Involved Ruler.
However, the boxes for Phases should still be updated accordingly.
I can see that they work as intended for Involved parties, but not Interlopers.
I'll add the original issue mentioned to our database, and should you wish to bring peace to Iberia, I would suggest "Involving" yourself!
