Please explain the issue you experienced in the most condensed way possible
The half cost for declaring war as tribal gets applied twice. (a cost 100 war will cost 25 instead of 50).

Please explain how to reproduce the issue
Start as any tribal in 867 and look at the declare war screen for a neighboring country. Hover over the cost and see the tribal reduction is applied twice.

Is there anything else you think could help us identify/replicate the issue?
A modder looked at this in the code and said it looks like an attempt to fix it was done before (this bug has been reported before) but apparently the fix didn't work in all cases. Here's the modder's comments: (funny thing is that the devs made a script for the purpose of not having duplicated modifiers being applied but forgot to remove the modifiers before calling the new script)

You forgot to add that there is a missing modifier for cost reduction if you have the war declaration rights as a vassal
