Please explain the issue you experienced in the most condensed way possible
PROBLEM:
Duplicate counties, NAISSUS and NIŠ bordering each other, while in real life it's actually one same city.

Niš is just a Serbian name for what Romans called Naissus and Greeks called Naissos. It's literally like having Constantinople and Istanbul bordering each other.

No save file attachment needed.

SOLUTION:
Keep Naissus where it is, what is currently Niš should just be renamed to Pomoravlje or Toplica and de jure part of Raška duchy, no doubt about that.

Run the game.

Google "Niš" or "Naissus" or "History of Niš", takes a minute to see the mistake.

It should obviously be fixed, because even you planned it to be Pomoravlje, as seen in wiki:
