Confirmed CK III - Fabricate Hook scheme disabled for "Wandering" characters and those without "Located in" status

Thank you very much for the report! I have added the issue about not being able to fabricate hooks on wandering characters to our database and the team will have a look at it. However, I was not able to reproduce the issue with theocratic rulers or mercenary company captains. Could you maybe provide your save so that I can see why this is happening for you?
