See attached picture.
There are two parts in the Tooltip that are incomplete/where the localisation doesn't work.

Please explain how to reproduce the issue
Load any save with the German setting, open the change vassal privileges window and hover over the "Gebilligte Kriegserklärungsrecht".

Is there anything else you think could help us identify/replicate the issue?
Check the war_declaration_rights_allowed_desc in the government_l_german.yml file.
