Please explain the issue you experienced in the most condensed way possible
I currently have a foreign language limit of 4, and know 4 foreign language in addition to my native language. Event language_events.0001 is firing, prompting me to forget a language or incur a stress penalty, when I am not over the limit. Either the tooltip needs to be reworded to indicate that your native language is included in the limit or the bug regarding the limit should be fixed.

Please explain how to reproduce the issue
Learn the limit of foreign languages allowed in addition to your native language, then wait for the event to fire.

Is there anything else you think could help us identify/replicate the issue?

I'm getting this bug too, at 2/2 languages. It's really annoying, rockets me up through 2 stress levels.
