The achievement unlocked for me without doing any of the necessary steps.

Please explain how to reproduce the issue
I started as a custom ruler in gwent, not sure if it makes any diference, picked a wife and romanced her, when i succeded the rommance scheme the achievement unlocked, i did not have the tradition necessary, nor was my wife my best friend

Is there anything else you think could help us identify/replicate the issue?
