Please explain the issue you experienced in the most condensed way possible
I fulfill all requirements to upgrade a tradeport in my capital (had the money a moment ago), but the upgrade description says I need "All of these" and then continues to list absolutely nothing. I was able to upgrade the tradeport in the neighbouring province.

Please explain how to reproduce the issue
Load save, go to capital, look at upgrade requirements for tradeport.

Is there anything else you think could help us identify/replicate the issue?

Hello,

Thank you for this report. The reason you cannot upgrade the Tradeport is that you are missing the crop rotation innovation which unlocks all Tribal Era economic buildings.

We confirmed the lack of explanation in the construction interface is a bug and the information has been sent to the developers.
