Please explain the issue you experienced in the most condensed way possible
It is impossible to end the iberian strugle by dominance if you have taken the unite the iberian throwns decision whilst controlling all of hispania.
Please explain how to reproduce the issue
start as a member of the jumena dynasty.
form all kingdom titles within hispania
take the unite the spanish throwns decision
Is there anything else you think could help us identify/replicate the issue?
the bug is caused by the requirement that you need to hold and completely control at least 2 de jure kingdoms of hispania in order to take the --- dominance decision.
