When trying to Start new game as the Pope the NOT_GAME_OVER_CANNOT_PLAY_THEOCRACY error message appears instead of user friendly error message.

Please explain how to reproduce the issue
Try to Start a new game as Pope.

Is there anything else you think could help us identify/replicate the issue?
