Please explain the issue you experienced in the most condensed way possible
I ended Iberian struggle by Detente. But I still can declare holy war between involved cultures.

Please explain how to reproduce the issue
Everytime, with the modes or not.

Is there anything else you think could help us identify/replicate the issue?

I got the same result. In my case, the "holy wars forbidden" part worked well until the character passed out and I started playing as his heir. Also - the heir was initially of the non-involved culture (but converted to an involved one as soon as possible).
 
It seems the exceptions are only created for cultures and faiths that are present in at least one county at the time the decision is taken. But the description of the effects does not mention that anywhere. It doesn't even matter where the counties are.
 
My culture is present and was present in more than one county both before and after taking the decision. Still, I am able to wage holy wars left and right.

I just did 'detente' with the latest game version. Holy wars are disabled for my Iberian culture (Catalan) but not only towards previously involved cultures - I am unable to declare holy war on any Muslim after the Iberian Struggle ended.

Same here. Cannot declare holy wars against other involved religions (catholics+ashari) as a Jewish conciliator. Like, how am I supposed to bring peace, prosperity and divine bless of discounts to entire world now?
