Please explain the issue you experienced in the most condensed way possible
Run save game attached. Set a Rally Point somewhere on the map. Rally all soldiers. Try to pan around on the map. On my computer scrolling performance massively drops. A stuttering remains.
My computer is:
AMD Ryzen 7 5800X, 16GB RAM, 1TB SSD Evo 970, Nvidia GeForce RTX 3070

Workaround: When gathering a huge army composed of many smaller units merge them all to one unit as soon as possible and the stuttering dissappears immediately. Scrolling around on the map returns to the usual soft self.

I bought the 3070 9 months ago by a far lower price than offered today. Some black magick witchcraft was involved, yes.

At any rate, I've added a bug into our database on your behalf! Have fun out there on your 3070 (and don't just break the game with half a million troops please).

Hmm.... that could be worth a try. What happens if in the given scenario I exceed the vassal limit by far and then raise all troops at some rally point? Am I speculating correctly that there is a 1:1 relationsship between raised unit and vassal?
 
I reckon the performance is quite tied to the amount of calculation the game has to do for each troop - thus, larger armies and realms tend to slow the game down considerably due to the amount of computing it has to do to account for each army stack.
