Please explain the issue you experienced in the most condensed way possible
I have a weak hook on my liege and he has high crown authority. When I try to declare war for my unpressed claim on Beirut, the 'Declare War' button is greyed out and the tooltip tells me it is because I don't have a hook on my liege. The checkbox that should allow me to use the hook to declare war is missing from the 'declare war' panel. At the same time a warning on the declaration panel says that 'declaring the war will use up the strong hook I have on my liege'.

Please explain how to reproduce the issue
In attached save file: As Doux Theophilos of Cyprus, attempt to declare war on Doux Manuel of Upper Bosnia for the Country of Beirut.

Is there anything else you think could help us identify/replicate the issue?
When I load the save in debug mode the 'Declare War' tooltip includes "BUG: declare_war_hook_on_liege missing perspective". This issue has only occurred since updating to the Azure patch. I have tried replacing the weak hook on my liege with a strong hook in debug mode but this did not resolve the issue.

Thank you for reporting this! It looks like you should have been able to declare war (although only with a strong hook, not a weak hook like in the save). We've added the issue to our database and will be looking into it.
