We just investigated the issue internally and it turns out to be working as designed.
Once the event goes through the type of sacrifice you'd like to do, selecting any of the Human Sacrifice ones will allow you to right-click any prisoner you have and at the very bottom of the list there will be an option to Designate Chief Sacrifice - that's how you can officially sacrifice a human to the gods. A standard execute option will not work with the Blot.
