Please explain the issue you experienced in the most condensed way possible
I am playing a Finnish King. My fellow Finns are sending me concubines. The notification-timeout counter reaches zero but doesn't go away and the offer doesn't expire.

Please explain how to reproduce the issue
Start as a Finnish ruler and wait for people to start liking you enough that they start sending you concubines?

Is there anything else you think could help us identify/replicate the issue?
This was a 867 start. I started as a custom ruler with custom CoA for both dynasty and county.

I managed to replicate your issue using the steps you outlined, I can also see that more notification messages are affected as well. I have forwarded this issue to the development team who will take a look and make sure it gets fixed!
