Please explain the issue you experienced in the most condensed way possible
In my game, I can (successfully) request my Liege (King Charles II 'the Bald') fund and begin the construction of a new temple holding. This would be fine except for the fact that our (French) culture is in the Tribal Era and has not yet discovered the 'City Planning' tradition, so is not otherwise able to construct castle/temple/city holdings (except through this 'Petition Liege' loophole).

Our culture has recently begun that research but it's only at about 10% completion. See save file.

Please explain how to reproduce the issue
See attached save file; use the 'Petition Liege' decision and have King Charles approve and begin a temple construction (while belonging to a culture that has not unlocked holdings).

Is there anything else you think could help us identify/replicate the issue?
