Please explain the issue you experienced in the most condensed way possible
The Planned Cultivation perk doesn't appear to actually increase the rate of development growth when you use the counciller task. If it does, it doesn't do it in any obvious way because it doesn't appear in any tooltips I can find.

Please explain how to reproduce the issue


Is there anything else you think could help us identify/replicate the issue?
