Please explain the issue you experienced in the most condensed way possible
Player is able to rename any independent ruler as long as said ruler is under the age of 16.

Please explain how to reproduce the issue
Open INTERACTION menu w/ any minor independent ruler. 'RENAME CHARACTER' button is right next to 'PIN CHARACTER' button. > Click button.

Is there anything else you think could help us identify/replicate the issue?
The event text suggests player is renaming themselves, not an NPC.
