Please explain the issue you experienced in the most condensed way possible
Many rulers start over their domain limit. In 1.3.1, they would receive starting levies for their first few counties (up to their domain limit). In 1.4.0, they receive the -100% penalty to all their counties, so they receive (near) zero personal levies. They may still receive some levies from their vassals, if they're lucky.

Please explain how to reproduce the issue
The issue is present at game start. A good example is Mercia in 867.

Is there anything else you think could help us identify/replicate the issue?
I have attached two screenshots showing the issue. The first is taken in 1.3.1, and shows Mercia receiving levies from 3 counties (their domain limit). The second is taken in 1.4.0, and shows them receiving near zero personal levies from all holdings.
